Teliggin, or the Frozen City, is a town located on Precipice within the Paraelemental Plane of Ice. Here, it is said some artificers have designed special lenses for use on that plane, allowing a person in the lightless areas to see sound rather than light, exploiting the fact that sound travels more slowly in Ice thanks to the cold.
