The Phantom Plane, the seventh layer of the Abyss, was first recorded by the Guvners after a report given by an archmage of Oerth during the reign of Factol Jarkopple the Inflexible. Little is known about the Phantom Plane, as Sess'innek has sealed it to outsiders. Having grown tired of the endless politicing of the Blood War, he has secluded himself in his layer, preventing any from entering it without his express permission.
